President & Chief Executive Officer - Thomas Kloos, M.D.
Dr. Kloos is the President and Chief Executive Officer of Optimus Healthcare Partners. He is President and Medical Director of Vista Health System IPA. He has been involved in all aspects of IPA development and growth since inception in 1995.
As medical director he oversaw full professional risk contracting and physician performance during the early years of the IPA. As President, he managed conversion to a messenger model IPA, and developed P4P and novel care coordination programs with major payors in the NJ market. Through the IPA he also advocates and supports primary care practices becoming BTE certified and transitioning to Patient Centered Medical Home (PCMH). On the payor side, he serves as Vice President of the Affiliated Physicians Health Plan , a self funded Multiple Employer Welfare Association (MEWA) in New Jersey with 7,000 covered lives which provides health insurance to small and medium sized physician and health related practices . Dr Kloos is a board certified Internal Medicine practitioner in Warren NJ, NCQA certified in Diabetes Care, and a NCQA recognized Level III PCMH. He served as Chief Resident-Internal Medicine at Overlook Hospital and graduated from the University of Louisville Medical School in 1979, and Phi Beta Kappa from Rutgers University in 1975.
Chief Operating Officer- Deborah Rodgers, R.N., M.S.N., J.D.
Deborah Rodgers is the Chief Operating Officer of Optimus Healthcare Partners. She is the Executive Director of Vista Health System IPA. As Executive Director of the IPA, she is responsible for the implementation and oversight of Vista's strategic plan. She is also responsible for the IPA's daily operations including payer contracting and relationships; and the support and education of the physician membership.
Ms. Rodgers has an extensive, over thirty (30) year background in healthcare from direct patient care as a Pediatric Nurse Practitioner, to Regional Quality Manager for Quality Improvement, Utilization Management, NCQA recognition, Managed Care contracting and leadership experience in both the Hospital, Physician and Private Payer settings. She is a graduate of Widener College in 1978, Widener University in 1984 and Temple University School of Law in 1991. Ms. Rodgers previously practiced law in a Medical Malpractice Defense Firm in NJ. .
Chief Medical Officer & Vice-President Physician Relations - James Barr, M.D.
Dr. James Barr is the Chief Medical Officer and Vice President of Physician Network Development for Optimus Healthcare Partners. He has extensive expertise in the Patient-Centered Medical Home model of care.
Dr Barr is a board certified Family Physician with an active practice at Pleasant Run Family Physicians, a NCQA recognized Level III PCMH which he owns and manages in Neshanic Station, New Jersey. He obtained his medical degree from Hahnemann University and is an assistant clinical professor at Robert Wood Johnson Medical School. His leadership roles have included Medical/Executive Director for the Central Jersey Physician Network IPA, Chairman of the Horizon BCBS Professional Advisory Committee, and Chairman of Health Resource Partners (a management services organization). He serves on the Horizon BCBS HMO Board of Directors.
Chairman of the Board - John F. Vigorita, M.D., M.H.A.
Dr. Vigorita is the Chairman of the Board of Managers and Vice President of Hospital Relations for Optimus Healthcare Partners. He also serves as Chairman, Board of Managers of Vista Health System IPA. Dr. Vigorita has supported and helped drive the organization’s mission…”creating a network of quality physicians empowered with support and resources to achieve excellence in the delivery of healthcare for its physicians, patients, and their communities”.
Working together with its physician members and payers, Vista has developed successful pay-for-performance (P4P) and care coordination programs which have moved the organization toward clinical integration and development of an Accountable Care Organization (ACO).
Dr. Vigorita currently serves as Medical Director of Mission Development and Chairman of Bioethics Oversight for Atlantic Heath System. Dr. Vigorita believes in values-based collaborative leadership and has served as President of the Medical Staff at Overlook Hospital in Summit, New Jersey and as a member of the Board of Trustees of Atlantic Health System, Morristown, New Jersey. Dr. Vigorita is a practicing pediatrician at Summit Pediatric Associates, Summit, NJ. He completed his undergraduate degree at Georgetown University, Medical School at the Universidad Autonoma de Guadalajara, and received a Masters in Healthcare Administration at Seton Hall University.
Treasurer - John Pilla, M.D.
Dr. Pilla serves on the Optimus Board of Managers and is also Treasurer of Optimus Healthcare Partners. He is a board member and President of the Central Jersey Physician Network IPA. Dr. Pilla is a full time physician and the director of Medemerge since 1987. Dr. Pilla is board certified in Family Practice.
He completed his residency at Somerset Medical Center 1984-1987 and was chief resident from 1986-1987. Dr. Pilla graduated from Rutgers (Robert Wood Johnson) Medical School in 1984 as a member of Alpha Omega Honor Medical Society. He maintains active staff privileges at Somerset Medical Center and is Associate Clinical Professor at UMDNJ/RWJ Medical School.
Secretary - David Bortniker, M.D.
Dr. Bortniker serves on the Optimus Board of Managers and is Secretary of Optimus Healthcare Partners. He is a board member of the Central Jersey Physician Network IPA. Dr. Bortniker is a board certified Otolaryngologist with over 25 years experience in the medical and surgical management of head and neck tumors, thyroid and parathyroid disease as well as general adult and pediatric ear, nose and throat disorders, and endoscopic sinus surgery.
He has offices in both Somerville and Westfield, NJ. Dr. Bortniker earned his medical degree at the Albert Einstein College of Medicine. He also completed his surgical internship and residency in Otolaryngology-Head and Neck Surgery at Albert Einstein. After being Chief Resident at Albert Einstein, he received advanced fellowship training in Head and Neck Cancer Surgery at Beth Israel Medical Center in New York City.
Board Member - Jane Liss
Jane Liss serves on the Optimus Healthcare Partners Board of Managers. She is the Executive Director of Morris-Somerset IPA. In addition to overseeing daily IPA operations her responsibilities include identifying business and revenue enhancing opportunities, managing all pay-for-performance arrangements, payer contracting, physician education/contacts, data analysis and the databases management.
Ms. Liss has an extensive background in healthcare from data analysis to executive at the hospital, health plans, city Department of Health and OIG/OIE, U.S. Department of Health & Human Services settings. She served on HIPAA, Quality Oversight, Credentials, Clinical Quality Improvement Steering and Palliative Care Initiative Executive Committees to list a few. She holds BS and MS in Engineering from Georgia State Technical University and MPA in Health Policy and Management from Robert F. Wagner Graduate School of Public Service, New York University.
Board Member - David J. Shulkin, M.D
David J. Shulkin, M.D. is President at Morristown Medical Center, a 695 bed comprehensive healthcare organization, part of Atlantic Health. In 2011, for the third year, Dr. Shulkin was named one of the “50 Most Influential Physician Executives in the Country” by Modern Healthcare and Modern Physician.
Previously, Dr. Shulkin was names of the "One Hundred Most Influential People in American Healthcare" by Modern Healthcare. Prior to coming to Morristown Medical Center, Dr. Shulkin was the President and CEO of Beth Israel Medical Center in New York, where he led a financial turnaround and rebuild of the 1.3 billion dollar organization. Dr. Shulkin has served in numerous physician leadership roles including the Chief Medical Officer of the University of Pennsylvania Health System, the Hospital of the University of Pennsylvania, Temple University Hospital, and the Medical College of Pennsylvania Hospital. Dr. Shulkin has also served in academic positions including the Chairman of Medicine and Vice Dean at Drexel University School of Medicine. As an entrepreneur Dr. Shulkin founded and served as the Chairman and CEO of DoctorQuality, Inc one of the first consumer orientated sources of information for quality and safety in healthcare. Dr. Shulkin has been on the editorial boards of numerous journals including the Journal of the American Medical Association and Hospital Physician, and is on the editorial boards of the Journal of Patient Safety, the Journal of Clinical Outcomes Management and the Journal of Disease Management.
Dr. Shulkin is a board-certified internist, a fellow of the American College of Physicians, Professor of Medicine at Mt. Sinai School of Medicine and a Senior Fellow at the Health Research And Education Trust of the American Hospital Association, a Senior Fellow at the School of Population Health at Thomas Jefferson University, and a Senior Fellow (Adjunct) at the Leonard Davis Institute in Health Economics at the University of Pennsylvania. He received his medical degree from the Medical College of Pennsylvania, his internship at Yale University School of Medicine, and a residency and Fellowship in General Medicine at the University of Pittsburgh Presbyterian Medical Center. He received advanced training in outcomes research and economics as a Robert Wood Johnson Foundation Clinical Scholar at the University of Pennsylvania. Dr. Shulkin has received numerous awards and was named one of the country's top Health care leaders for the next century by Modern Healthcare, an International Leader in Health Care Award by the Healthcare Forum.
Board Member - Alan Lieber
President, Overlook Medical Center, Vice President, Atlantic Health System
Mr. Lieber has served as the senior administrator at Overlook Medical Center since July, 2003. During that time Overlook has dramatically improved its clinical outcomes .
Mortality rates have decreased by 35%, infection rates have decreased by 30%, and in 2011 the state of New Jersey reported that Overlook had the lowest readmission rates for Congestive Heart Failure in New Jersey. Overlook Medical Center participated in the CMS gainsharing demonstration project and it's average cost per case has remained flat for the last 4 years . Overlook Family Practice recently achieved xyz Patient Centered Medical Home Designation and the American College of Surgeons has twice granted commendation status to the Cancer Center.
Prior to joining Atlantic Health, Mr. Lieber directed the Lenox Hill Cardiovascular Institute. During his tenure Lenox Hill was ranked as high as #27 in US News and World Report top 50 Cardiovascular programs and was the first institution in the United States to implant drug-eluting stents.
Prior to serving at Lenox Hill Hospital, he was Vice President at the University of Maryland Medical System (UMMS) where he directed the surgery, oncology, and neuroscience service lines across multiple sites of the system. UMMS became the largest kidney and pancreas transplant programs in the country during that time. It also pioneered some of the advances in living related donor transplants. .
Mr. Lieber serves on several Boards including the New Jersey Hospital Association, Gateway Chamber of Commerce, the New Jersey Collaborative for Patient Centered Care, and the Cornell University Sloan Program Alumni Association. .
Mr. Lieber received his BS and MBA degrees from Cornell University, where he studied Operations Research and Industrial Engineering for his undergraduate degree and Hospital Administration and Finance for his MBA. .
Mr. Lieber resides in Ramsey, NJ. He is married and has two children. .
Board Member - John F. McDonald
Born and raised in Kansas City, Missouri and a resident of New Jersey since 1961. Mr. McDonald has had a distinguished career as an electrical engineer; working as a director of various data networking projects at Bell Labs and as a director, managing engineering support for AT&T.
Board Member - Jim Wolf, M.D
Dr. Wolf serves on the Optimus Board of Managers. He is Chief Operating Officer of the Morris Area Integrated Physicians IPA. He is a Board Certified Internist and Geriatrician with 36 years of experience. He is also Medical Director of the Morris County Nursing Home (34 years).
He earned his medical degree at the NYU School of Medicine and completed his 3 year residency at the MS Hershey Medical Center of Penn State University. He practices in Mendham and is an attending physician of the Morristown Medical Center.
